Seven years after the fall of ISIS, approximately 1 million internally displaced persons still live in camps. They are often stigmatized as supporters, regardless of whether their cooperation was voluntary or coerced. Meanwhile, perpetrators of crimes against humanity need to be brought to justice, and the innocent need reintegration into their home countries. What attitudes do Sweden and Iraq have toward these individuals, and what are the political and legal challenges surrounding their return?
